About this job

Our client, (MCA-Zambia) has been established under the laws of Zambia as a company limited by guarantee, designated by the Government of the Republic of Zambia (GRZ) as the Accountable Entity to implement the Lusaka Water Supply, Sanitation, and Drainage Project. This has been funded by the United States of America, acting through the Millennium Challenge Corporation (MCC). The Compact agreement between MCC and GRZ was signed on May 10, 2012.

 

 

 

MCA-Zambia seeks to recruit a Director Administration and Finance who will report to the Chief Executive Officer. The purpose of the job is to ensure that all financial management provisions of the Compact and related documents are being adhered to and to manage the functions of administration as well as Human Resource and Finance of MCA-Zambia.

JOB DESCRIPTION

 

JOB TITLE: DirectorAdministration and Finance

DIRECT REPORTS: Finance Manager Human Resource and Administration Manager

 

 

PURPOSE

  • Ensure that all financial management provisions of the Compact and related documents are beingad hered to.
  • Manage the functions of administration including human resources and finance of the MCA-Zambia. KEY RESPONSIBILITIES
  • Act as the primary liaison between the MCA-Zambia and the Fiscal and Procurement Agents, Project Directors, Implementing Entities, banking and financial service providers on financial-related matters and issues.
  • Manage and review the work of assigned staff and ensure quality of outputs, and provideday-to-day supervision.
  • Develop MCA-Zambia Program budget for the total program period, broken down by year and quarter;
  • Develop quarterly disbursement requests for funding from MCC, in close coordination with the Fiscal Agent and otherDirectors, particularly the Infrastructure Director;
  • Ensure compliance with all aspects of the Fiscal Agent Agreement;
  • Update in coordination with the Fiscal Agent, the Fiscal Accountability Plan whichoutlines all procedures necessary for financial controls, asset management and designates the officials that have the authority to approve obligations, verify receipt of goods and services and execute payments;
  • Ensure compliance with all aspects of the Fiscal Accountability Plan;
  • Develop audit plan and amendments that set out the requirements of auditing all MCA-Zambia funded activities.Cooperate fully with the auditors to ensure that the auditing requirements of the program are satisfied as required by the Compact. Develop and implement corrective action plans in connection with all audits conducted on behalf of MCC/Government of Zambia funds related to the Compact.
  • Ensure that all provisions of the Disbursement Agreement, which documents the mechanisms for processing disbursements, re-disbursements and the conditions precedent to disbursements between the Government of Zambia and the MCC, are adhered to;
  • Develop and manage all financial reports, including special reports required by the MCC, MCA-Zambia, the MCA Board of Directors and the Government of Zambia.
  • Ensure Compliance with all aspects of the Bank agreement;
  • Regularly submit information on project progress to the M&E Director;
  • Administer the unit according to the approved budget, administrative procedures, MCC policies and other regulations established. Monitor expenses against budgets to ensure adequate resources and control of funds.
  • Ensure that MCC funds are exempt from all taxes as detailed in the Compact, Program Implementation Plan, and/or any other agreement associated with the Compact.
  • Ensure that the MCA-Zambia Program Closure Plan is implemented efficiently including the HR closure staffing plan, the asset disposition plan and other financial-related activities.
  • Ensure optimum deployment and utilization of the human resources of MCA-Zambia and assist line management in the management of the performance contracts of all staff;
  • Any other duties that may be delegated by superiors.

 

 

QUALIFICATIONS

  • Master’s Degree or equivalent in Finance, Accounting or Business Administration.
  • Association of Certified CharteredAccountants(ACCA), CharteredAccountant (CA), Certified Public Accountant (CPA) or equivalent preferred.

 

 

EXPERIENCE

  • Approximately ten (10) or more years of professional experience, including approximately seven (7) in a senior financial management position of a project or company having an annual budget of more than $5 million USD or as an auditor in a public accounting firm.
  • Proven management skills and experience in activities related to financial management and human resources.
  • Ability to develop complex budgets and manage all related financial transactions.
  • Experience in managing the financial aspects of large works contracts i.e. FIDIC.
  • Ability to liaise with other MCA-Zambia divisions to ensure smooth implementation and closure of the MCA-Zambia’sactivities.
  • Familiarity with IT systems typically deployed in project management organizations. Experience with SAP-based MIS systems is a plus.
  • Ability to lead a team of qualified financial management and accounting specialists.
  • Must demonstrate from previous work experience the ability to collaborate effectively with peers as well as work across departments or divisions.
  • Excellent written and verbal communication skills in English.
  • Experience working for another Millennium Challenge Account entity will be an added advantage

  • Advanced skills with Microsoft Office applications;
  • Ability to work with multi-disciplinary teams and institutions;
