About this job

Our client, Millennium Challenge Account - Zambia (MCA-Z) has been established under the laws of Zambia as a company limited by guarantee, designated by the Government of the Republic of Zambia (GRZ) as the Accountable Entity to implement the Lusaka Water Supply, Sanitation and Drainage Project. This has been funded by the United States of America, acting through the Millennium Challenge Corporation (MCC). The Compact agreement between MCC and GRZ was signed on May 10, 2012.

 

Our client seeks to recruit suitable candidates for the below indicated position:

 

TITLE: Infrastructure Director, Drainage and Non-Revenue Water (NRW)

 

REPORTS TO: Deputy Chief Executive Officer – Operations



Duties

 

DUTIES AND RESPONSIBILITIES

  • Manage drainage and NRW infrastructure activities related to the LWSSD Project;
  • Provide information on the implementation progress of drainage and NRW infrastructure activities to MCA-Zambia and to MCC;
  • Participate in the preparation and/or review of drainage and NRW relevant project documents including but not limited to statements of work, bidding documents, contractor proposals, technical evaluations, progress reports, etc;
  • Provide guidance and support to the consultants and contractors working on drainage and NRW infrastructure project activities to ensure efficient coordination with other parties. Coordinate with other MCA-Zambia staff in obtaining and recording all guarantees, warranties, and certificates, required and/or provided by consultants or contractors;
  • Provide all necessary approvals for materials and procedures required for drainage and NRW activities;
  • Review drainage and NRW submittals by contractors and consultants including work plans, timelines, deliverables, invoices, and other documents;
  • Review invoices and liaise with the Fiscal Agent and the Finance Director for processing them according to the set procedures;
  • Monitor project cash flow and liaise with the Finance Director to ensure accurate disbursement requests to MCC;
  • Provide reports on the implementation progress of projects to the DCEO and other relevant members of MCA-Zambia management;
  • Under the supervision of the DCEO, prepare and execute a detailed Implementation Plan;
  • Identify resource requirements, bottlenecks, risks, and mitigation strategies, and reports on these to the DCEO;
  • Under the supervision of the DCEO, coordinate with Procurement Director and oversee the technical aspects of procurement in the services of consultants and contractors who will undertake surveys, feasibility studies, and design;
  • Ensure stakeholder participation in project implementation and, with the DCEO, represent MCA-Zambia in public forums with respect to any drainage and NRW infrastructure project activities;
  • Interface with MCC staff and other donors involved in related activities;
  • Interface with MCC’s Independent Engineer and technical leads and with MCA-Zambia technical leads on other tasks and responsibilities as requested by the DCEO;
  • Other tasks and responsibilities as requested by the DCEO or CEO

QUALIFICATIONS AND EXPERIENCE

  • University degree in Civil Engineering, Mechanical Engineering, Agricultural Engineering or another relevant technical discipline.
  • A member of the Engineering Institution of Zambia and Registered to practice engineering in Zambia.
  • A post graduate degree in a relevant field will be an added advantage.
  • Approximately twelve (12) or more years with five (5) of them at management level of professional experience in Contract administration and management of works projects from design to construction and supervision to close out;
  • Experience in all phases of infrastructure procurements – Feasibility and Design, Construction, Construction Inspection, Close Out, Construction Management, Contract Negotiations, Cost Estimating, and other relevant skills is required;
  • A working knowledge of the FIDIC conditions of contracts will be an added advantage.
  • Extensive experience and/or deep familiarity with similar projects in Zambia. Knowledge of local construction companies and their capabilities and reputation is a plus;
  • Responsible and flexible attitude and capable of working with minimum supervision, i.e. ability to make independent assessment and decisions without constantly seeking approval from senior managers;
  • Strong supervisory and mentoring skills;
  • Strong people and interpersonal skills. Capability of building and maintaining productive relationships with a range of actors, including government officials, private sector partners, NGOs, and international donors;
  • Full computer skills in email, word processing, spreadsheets, and the Internet. Experience and familiarity with MS Project or other project management software (such as Primavera) Management Information Systems is a plus;
  • Must demonstrate from previous work experience the ability to collaborate effectively with peers as well as work across departments or divisions;
  • Must demonstrate history of delivering high quality projects on time and within budget and
  • Excellent written and verbal communication skills in English.
