Our Client John Snow, Inc. (JSI) seeks highly qualified and accomplished public health leaders and providers for the recently awarded United States Agency for International Development (USAID)/PEPFAR-funded Supporting an AIDS-Free Era (SAFE) Project in Zambia. The five-year project which will be led by JSI in partnership with Abt Associates, mothers2mothers, and the Catholic Medical Mission Board, will work to reduce HIV mortality, morbidity and transmission while improving nutrition outcomes and family planning integration in three provinces: Central, Copperbelt, and North-Western.



USAID/PEPFAR SAFE will work with the GRZ, private sector and civil society institutions at the national, provincial, and district level to increase access to ART for HIV positive adults and children, reduce the incidence of new infections, improve Nutritional Assessment, Counseling and Services (NACS) and family planning services, and increase the capacity of local health institutions to better serve affected populations.



Duties



ROLES: m-Health Database Administrator, Lusaka.



  • Design standard operating procedures for technical implementation of Smart Care by the SI Unit
  • Provide Smart Care training on technical implementation for SI team and end users as appropriate at sites
  • Create data extracts from the SmartCare database for integration or export to other applications
  • Design and customization of reports in SmartCare
  • Continuous Quality Improvement of data collection methods and analysis for efficiency and process streamlining purposes
  • Ensure all database servers are backed up in a way that meets the business’s
  • Test backups to ensure we can meet the business’ Recovery Time Objectives (RTO)
  • Configure and troubleshoot SQL Server monitoring utilities to minimize false alarms
  • As new systems are brought in-house, choose whether to use clustering, log shipping, mirroring, Windows Azure, or other technologies
  • Deploy database change scripts provided by third party vendors
  • When performance issues arise, determine the most effective way to increase performance including hardware purchases, server configuration changes, or index/query changes
  • Document the company’s database environment
  • Ensure that new database code meets company standards for readability, reliability, and performance
  • Identify most resource-intensive queries on the server and improve performance on each
  • Design indexes for existing applications, choosing when to add or remove indexes
  • When users complain about the performance of a particular query, help developers improve the performance of that query by tweaking it or modifying indexes
  • Use the most efficient database designs (tables, datatypes, stored procedures, functions, etc.
  • Performs other duties as required



KNOWLEDGE, SKILLS AND EXPERIENCE

  • Minimum Diploma or equivalent in Computer Science, or BA equivalent
  • Preferred skills in database management
  • At least 8 years’ experience in computer programming
  • At least 5 years of relevant work experience with traceable references.
  • Experience with MySQL, Microsoft Windows SQL Server 2012 / 2016
  • Experience with SmartCare (programming) preferred and working knowledge of implementation strategies for SmartCare
  • Must be able to communicate well in spoken and written English
