BACKGROUND


CRS is currently seeking applications from qualified Administrative Manager candidates for a USAID-funded Scaling Up Nutrition Technical Assistance (SUN TA) contract in Zambia. The maximum amount and duration of the award is $75 million dollars for seven-years (four years, with two optional eighteen month, at the discretion of the donor). This activity is expected to provide multi-sectoral, layered, high-impact technical assistance coupled with targeted, cost effective, evidence-based direct implementation to reduce stunting in targeted districts. The SUN TA activity will be responsible for need-based technical capacity strengthening for National Food and Nutrition Commission (NFNC) and line ministries, at national, provincial and primarily at the district level. This will include capacity building in the development of annual work planning and costing of nutrition priority activities and interventions, mentoring regarding implementation of the activities by the line ministries, progress reporting, advocacy and governance strengthening, learning, and monitoring and evaluation. It will also include direct implementation to address time-sensitive gaps in programming. This activity will work initially in a minimum of 30 districts in Zambia, with the potential to increase the geographic scope in future years.



Duties



CALL FOR: Capacity Strengthening and Governance Expert (1 Opening).



POSITION SUMMARY



The Capacity Strengthening and Governance (CSG) Expert will report to Chief of Party and position will be based in Lusaka.S/he will supervise ten District Capacity Strengthening (DCS) Advisors deployed in various districts throughout Zambia. S/he will mentor the DCS Advisors in the use of the program Menu and activity prioritization process. The CSG Expert is responsible for developing the capacity of district level staff within key line ministries. S/he will have strong experience directly building capacity and mentoring in the areas of organizational assessment, leadership, strategic planning, monitoring and evaluation and financial and human resource management and annual district level plans. S/he will guide the DCS Advisors in the establishment of District Nutrition Coordinating Committee (DNCC).



KEY RESPONSIBILITIES:



  • Under the guidance of the COP, provide thought leadership, management, and oversight to all governance activities in the program, including making linkages to achieve project objectives;
  • Create and maintain good working relationships among all relevant SUN stakeholders (Internal and External) at regional, national, provincial and district levels and communicate ongoing capacity building efforts and events to ensure participation in and support of program activities as needed;
  • Provide technical leadership on capacity building activities throughout the program;
  • Lead and coordinate the development of capacity building strategies, tools, planning and implementation with partners and other government staff using interactive and consultative methods;
  • Promote knowledge acquisition or good governance principles and practices internally and externally;
  • Work closely with the grant and monitoring and evaluation teams to identify ways to increase organizational capacity by mentoring targeted civil society organizations and governmental entities;
  • Identify and develop innovative training tools and materials that increase the program’s ability to measure improvements in capacity in collaboration with the monitoring and evaluation team;
  • Ensure full compliance with all applicable donor regulations related to training and capacity building;
  • Track, analyze and learn existing and new capacity building programs and initiatives relevant to the program, report significant information and identify areas of collaboration;
  • Share program successes with the meal expert, challenges and lessons learned and share them through regular reporting; and
  • Supervise 10 (ten) District Capacity Strengthening Advisors.



QUALIFICATIONS

  • Master’s degree required preferably in international development, public policy, public administration, organizational development, or other related area
  • Experience at the national, regional and local level in the design, implementation and monitoring of participatory governance projects and activities
  • Minimum of eight (8) years of experience in leading a team in organizational capacity strengthening, particularly with line ministries and national government
  • Minimum five (5) years' experience utilizing participatory assessment, mapping and planning tools with government representatives and elected officials
  • Demonstrated knowledge of USAID rules and regulations
  • Strong organizational and time management skills
  • Demonstrated ability to work independently and under tight deadlines
  • Demonstrated integrity, discretion and modeling of good governance practices in all interactions

  • Excellent relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings
  • Excellent strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment and decisions
  • Excellent written and oral communication skills, including research publications
  • Excellent presentation, facilitation, training, mentoring, and coaching skills
  • Proactive, resourceful and results-oriented.
